The Development Hypotheses of the RPSA
Ø Regional Public Goods
Objective: Contribute to democracy and promotion of justice in the region
Through: Providing support to processes necessary for the strengthening of formal democracy, enhancing democratic culture; and contributing to responsive and accountable institutions at both central and local level.
Ø Governance – Furthering political and social inclusion
Capable central as well as decentralized authorities and empowered citizens will contribute to democratic culture and promotion of justice and accountability in the region, thereby furthering political and social inclusion.
Ø HIV/AIDS – to combat the HIV/AIDS pandemic
The strengthening of regional NGOs and governmental networks for care and support for vulnerable groups as well as fostering HIV/AIDS prevention will contribute to the regional efforts to combat the HIV/AIDS pandemic. Efforts have a special focus on youth and children.
Ø Natural Resources Management – livelihood choices for poor men and women
Managing the scarcity of natural resources, fostering their efficient and sustainable use as well as promoting the diversification of income generating activities will increase livelihood choices for poor men and women in rural areas.
The main motivation for a regional approach are: The Regional Programme Southern Africa (RPSA) represents a shift towards supporting regional priorities. In doing so, SDC is following the SADC region’s own trend towards regional cooperation. The RPSA will adhere to the “Paris Declaration on Aid Effectiveness” and the “Windhoek Declaration on a new SADC/International Partnership” during implementation.
· There is the potential to build on existing regional solidarity in order to promote joint regional problem solving for selected transnational issues (HIV and AIDS, Governance, NRM) both through regional governmental organisations (SADC, NEPAD) and existing civil society networks.
· The RPSA will provide support to the development priorities of Southern Africa in a subsidiary way.
· Regional policies and programmes can complement national development efforts (value added)
· The RPSA is also building on the available successful experiences and lessons learned from our cooperation programmes in South Africa, Madagascar, Mozambique, Rwanda, Tanzania and other regional initiatives.
· Experience shows that SDC can play the role of a regional catalyst and promoter, based on its comparative advantages in strengthening regional public and private partners (e.g. flexible and lean procedures, efficient networking based on presence and experience, and openness to innovation).
